EuropeAid is the European Commission's Directorate-General for Development and Cooperation. EuropeAid is responsible not only for defining EU development policy but also for ensuring the effective programming and implementation of aid.

EuropeAid’s work is carried out with the ultimate aim of: 

reducing poverty in the world;

ensuring sustainable development;

promoting democracy, peace and security. 

As well as designing policies to achieve these objectives, EuropeAid is responsible for implementing the EU’s external aid instruments. EuropeAid coordinates the actions of the EU institutions, the EU Member States and other EU actors around the Union’s core values, objectives and common priorities.

 Secretariat ACP

 The African, Caribbean and Pacific Group of States (ACP) is an organisation created by the Georgetown Agreement in 1975. It is composed of 79 African, Caribbean and Pacific states, with all of them, save Cuba, signatories to the Cotonou Agreement, also known as the "ACP-EC Partnership Agreement" which binds them to the European Union. There are 48 countries from Sub-Saharan Africa, 16 from the Caribbean and 15 from the Pacific.

The ACP Group´s main objectives are :

sustainable development of its Member-States and their gradual integration into the global economy, which entails making poverty reduction a matter of priority and establishing a new, fairer, and more equitable world order ;

coordination of the activities of the ACP Group in the framework of the implementation of ACP-EC Partnership Agreements;

consolidation of unity and solidarity among ACP States, as well as understanding among their peoples ;

establishment and consolidation of peace and stability in a free and democratic society.

 Edulink II

 ACP-EU Co-operation Programme in Higher Education (EDULINK II) is a programme funded by the European Commission and implemented by the ACP Group of States Secretariat with a view to improving the effectiveness and the impact of ACP-EU cooperation in the field of higher education.

The overall objective of EDULINK II remains, as before, to foster capacity building and regional integration in the field of higher education through institutional networking, and to support a quality higher education system that is relevant to the needs of the labour market and consistent with ACP socio-economic development priorities.


 ACADIA project is funded under the 2012 Call of Proposals, where the target areas were Energy access and efficiency and Agriculture and food security.

The specific objective of the abovementioned Call for Proposals was to strengthen the capacity of ACP HEIs at two levels: 

  • Management/administration; 
  • Academic.

General objective:

To foster applicative character of HEIs agribusiness related curricula:enhance and update teaching capacity and curricula efficiency in agribusiness in Kenya and Uganda, in particular related to new technologies adapted to different agro-ecological zones.

Specific objectives:

  • To foster capacity building in the field of higher education.
  • To support quality higher education.
  • T o promote a more efficient, updated, sustainable and job-creating agribusiness sector in EAC.
  • To contribute to a more efficient resource use.
